History : Dr. Vipin Brar, born 21st July 1984 in Punjab
(India) in Muktsar district and studied in Malwa School Gidderbaha till
matriculation and then at Govt. Rajindra college, Bathinda for higher education
and got selected for B.V.Sc. & A.H. in 2003 through state medical entrance
test of G.A.D.V.A.S.U. (Guru Angad Dev Veterinary and Animal Sciences
University) [formerly P.A.U. (Punjab
Agricultural University) ]
In feb. 2006 started a campaign in University for providing
internet connections in hostels (not allowed at that time), which finally were
granted permission in May 2006 and first Internet connection was in his hostel
room on August 2006.
Joined the campaign/strike of veterinary students for jobs.
The student union finally persuaded Govt. for jobs which were on contract
basis.
In 2008 passed out from G.A.D.V.A.S.U. as Veterinary
Graduate and took job as Rural Veterinary Officer on contract basis.
In 2010, on learning about Government's policy of
regularizing only a few S.C. (scheduled caste) candidates and completely
ignoring the rest and involvement of current Doctor's association president Dr.
Majid in same, started awareness campaign for all Veterinarians by initially
sending text (SMS) messages to all Veterinarians across Punjab under head VIS
(Veterinary Informatics Service) and created a website www.RVOpunjab.info to
spread the message and succeeded in spreading awareness and convinced all veterinarians to change the
president and start protests against Government's policy. Various meetings were
held at P.A.U. Ludhiana, Punjab to discuss the issue and work out the solution.
It was finally decided that Dr. Navdeep Khinda be the new president. Dr. Khinda
initially declined to be RVO's President but then agreed to lead the
association and agreed to the Dr. Vipin's idea of starting state wide strikes.
Following this various strikes took place all over Punjab (Complete news/media
coverage available at www.RVOpunjab.info) and simultaneously many meetings were
held with Chief Minister, R.D. Minister, Secretary and other Government officials
and finally all RVOs were regularized on 1st May 2011 and all remaining
sanctioned posts were provisioned to be on regular basis.
Dr. Vipin was the first person to start regularization
movement of RVOs.
And following his immense and valuable cntributions, he was
made Electronic Media Incharge/Secy. of RVOA Punjab.
In April 2013 Dr. Vipin Started Boycott movement in District
Muktsar which later in July 2013 was adopted by RVOA (Rural Veterinary Officers
Association) and was then propagated to whole of Punjab with aim of getting
separate directorate for doctors.
